Skills Link, NGO capacity building in the Pacific.


About the Pacific Skills Link (PSL) project

The Pacific Skills Link (PSL) project (2002-2006) sought to build the capacity of NGOs in Kiribati, Tuvalu and Vanuatu. VSO co-ordinated the project, working with local implementing partners (Foundation of the South Pacific, Kiribati & Kiribati Association of NGOs, Tuvalu Association of NGOs, and Foundation of the South Pacific, Vanuatu respectively) in each country.

VSO volunteers worked alongside nationally recruited staff to provide training, advice, and other forms of support in a range of different areas from IT to financial management, gender policies to project proposal writing. The European Community provided 75% of project funding, with VSO itself contributing much of the remaining resources.

The project was very successful, with its external final evaluation report concluding:

'PSL has played a very significant role in the development of civil society...Not only has PSL been able to stimulate improvements in the organisational capacity of individual NGOs and CBOs, but it has also enabled the sector to organise and position itself to influence and benefit from the larger policy and donor environment'.

Beneficiary organisations were also enthusiastic about the project, with one grassroots group commenting, 'our Association recommends PSL very highly as it directly impacts on rural disadvantage by empowering people's capabilities'.

During the project, the project teams in each country developed their own tailored training resources, in the form of manuals, workshop guides, and toolkits. Some of these were subsequently produced and distributed as resources for others to use, and they are included on this website as downloadable PDF files.

You can also download the project's final evaluation report, together with two other reports. One looks at the learning captured by the project (and might be suitable for project managers), while the other looks at the nature of civil society in the three countries, and perceptions of the roles of NGOs in their development.
